In the near future, a mineral known as "Japanium" is discovered under Mt. Fuji. This ore is discovered to produce a powerful energy source known as "Photon Energy". Dr. Juzo Kabuto and his associates have begun researching Photon Energy, planning to use it as a solution to the energy crisis plaguing the earth, when the nefarious Dr. Hell and his associate, Baron Ashura attack his lab. During all of this, Juzo's grandchildren, Kouji and Shiro, encounter one of Baron Ashura's robots on its way to attack Dr. Kabuto's mansion, where he has begun work on his greatest invention. Dr. Kabuto, seeing the danger at hand, sends out the Pilder to Kouji, allowing him to combine with the giant robot, Mazinger Z, to fight against Dr. Hell's forces.

Set before Mobile Suit Zeta Gundam, The story follows the Titans Test Team, Black Otter Team, on their mission to test new mobile suits for the Titans. It begins with Eliard Hunter, an Earth Federation mobile suit pilot being assigned to the Titans and transferring to the Aswan, an Alexandria class carrier. There he meets Carl Matsubara, another new Titans recruit, Audrey April a skilled pilot and chief of test operations and data gathering, and Wes Murphy, a veteran of the One Year War and the Delaz Conflict. The Black Otter team doesn’t just carry out test runs, it also participates in real combat missions against Zeon Remnants and later, against AEUG.

This bizarreness stems from the fact that each day, after they are done with the horrors of their conquest, they are submitted to a process which simply wipes out parts of their daily memories and experiences (their negative emotions and any sedimentary and residual conscience they might have left regarding what they have done). It is something which in the long-term leaves everyone devoid of empathy and realization. This perpetual tuning up has the protagonist wondering, “What’s worse? The fact that we are harming others or ignoring that we have harmed others?”
